The latest is that employees and Members of Congress must get their health insurance through the exchanges, just like regular folks. At least that's what Congress and the President would like you to believe. But regular folks will pay for their own insurance in the exchanges and will be eligible for subsidies on a sliding scale.
The reality is that Congressional employees will get their health insurance through the exchanges, but their employers (i.e. taxpayers) will pay the entire insurance premium. There will be no subsidies and the employees will not have to pay for their health insurance. The reasoning of Congress and the President is that government needs to attract the best employees and health benefits are an excellent way to attrack the best and brightest.
So even though the Congressional employees receive their health insurance through the exchange, they will still get a benefit-rich plan at taxpayer expense. Nothing really changes for the employees, but the fact their insurance now comes through the exchange makes a terrific sound bite.
