Errors and Misstatements: Breaking Down the State's Case for Ultra High-Speed Ground Transportation

Washington Policy Center’s (WPC’s) Coles Center for Transportation has released a new analysis of the state Department of Transportation’s Ultra High-Speed Ground Transportation Business Case (UHSGT), and found that it contained numerous errors, misstatements and omissions that undermine the conclusions it provides to state policymakers and citizens. Key findings of the Washington Policy Center analysis of the UHSGT Business Case include:

  • The report has numerous errors and misstatements; all make UHSGT look better. These repeated, one-sided errors call the quality and reliability of the entire report into question.
  • The report substantially understates travel times for UHSGT.
  • The report neglects major technical problems, cost overruns, funding shortfalls, and delays that are common in such projects.
  • There is no mention whatsoever of the many significant problems with California High Speed Rail – the project most similar to UHSGT.
  • The prime contractor for the UHSGT report, WSP, stands to gain from the project.

Mr. Rubin has more than four decades of experience as a senior executive in large transit organizations and as a consultant, auditor and author. He was also the Chief Financial Officer of the Southern California Rapid Transit District (now part of Los Angeles Metro).
