Thomas Rubin

Thomas A. Rubin, CPA, CMA, CMC, CIA, CGFM, CFM has over four decades of experience as a senior executive in large transit organizations and as an consultant, auditor, and author. After founding and growing the transit industry practice of what is now Deloitte and growing it to the largest in the accounting industry, he was the Chief Financial Officer of the Southern California Rapid Transit District (now part of Los Angeles Metro), the third-largest transit operating in the U.S. He has served well over 100 transit agencies, metropolitan planning organizations, the Federal and state departments of transportation, and equipment suppliers and contractors. He has authored numerous research papers for Reason Foundation, Heritage, and the Texas Public Policy Foundations, among other entities.
