On June 17th, Washington Policy Center (WPC) will hold its Annual Center for Transportation Event. Last year’s event
sold out, so be sure not to miss this year’s breakfast featuring a keynote address by Ronald D. Utt, Ph.D, a well known
national transportation and economics expert and Senior Research Fellow with The Heritage Foundation. He will
focus on congestion relief and how Washington can improve.
Dr. Utt will discuss model legislation considered in other
states across the country that prioritizes traffic relief when spending transportation taxes. Through a performancebased
program, our state might benefit from a similar strategy.

Dr. Utt is the author of several transportation studies including, “More Transportation Spending: False Promises of
Prosperity and Job Creation,” and “Restoring Regional Equity to the Federal Highway Trust Fund.” Dr. Utt served as
Director of the Housing Finance Division at the Department of Housing and Urban Development, was Senior Economist
at the Office of Management and Budget, and Associate Chief Economist of the U.S. Chamber of Commerce.

Michael Ennis, Center for Transportation Director, will give a brief update on recent studies published by WPC,
including 5 Principles of Responsible Transportation Policy, results from WPC’s statewide Traffic Congestion Poll and The
Facts on Light Rail: A Comparative Analysis of Light Rail in Six West Coast Cities
