House Democrats will soon release their budget proposal to meet McCleary deadline

Early next week House Democrats will announce their proposed state general fund budget for 2017-19. The Senate Republicans passed their proposed budget last night. House and Senate leaders must take these two proposals and negotiate a final budget which meets the requirements of the McCleary school funding lawsuit. Here is what I will be looking for in the House proposal:

  1. Does the proposal amply fund education with a regular and dependable source of revenue? 
  2. Does the proposal unfairly discriminate against students living in poor districts by continuing the state’s unconstitutional over-reliance on school levies?
  3. Does the proposal make fundamental changes to the way we spend public education money, or does the proposal simply add more money to an outmoded system?
